Abstract The President decrees that considers it necessary for the purpose of the conservation of favourable environment and the potential of natural resources for the benefit of the present and the future generations to pass to sustainable development. Considerable part of the production capacity of Russia is not meeting the modern ecological requirements while 16 per cent of its territory is classified as ecologically unfavourable. The targets of the passage to sustainable development at the federal level are: 1) to ensure stabilization of environment; 2) to reach radical improvement of environment by means of introducing ecofriendly economic activity and processes; 3) to introduce energy saving technologies. The objectives of the passage to sustainable development at the regional level include soil improvement, afforestation and the introduction of ecofriendly progressive technologies in agriculture. Manufacturing and industrial use of all hazardous substances shall be put under the state supervision. Full text Russian
