State Fisheries Committee shall perform the following tasks: (a) management of fishbreeding, fishing and fish processing enterprises, as well as the sale of finished fish products; (b) meeting the needs of the population and the national economy in all types of fish products, creation under market conditions flexible production and organizational structures, wide cooperation with local government, enterprises of related industries and foreign partners; (c) development of commercial fishfarming and mariculture, creation of a strong raw material base for the national fishing industry, development of new water reservoirs and fish species, further development of fisheries in inland waters and manufacturing of fish products; (d) fulfillment of the state purchase order and contractual obligations under supply of products, ensuring strict compliance with contractual obligations; (e) manufacturing of fish products with high consumer properties, improvement of production efficiency, improvement of the use of fixed assets of the fisheries, labor, material and financial resources; (f) organization and implementation of environmental protection measures; (g) creation of sustainable economic conditions for self-supporting activities of subordinate enterprises and organizations; (h) improving the forms and methods of managing the fisheries economy; (i) assisting subordinate enterprises in formation of qualified personnel and ensuring the employment of workers in fisheries sector; (g) introduction of the latest achievements of science, technology and best practices and ensuring a high technical level of production; (k) rational use of capital investments and their increase of efficiency, cost reduction and time reduction for construction of fisheries facilities, ensuring timely commissioning of production capacities and fixed assets; and (l) compliance with the requirements of the rules of labor protection and production sanitation.
