Abstract This Presidential Decree concerns the expropriation, consolidation and concession of land for construction. It gives state land survey organizations of the task of consolidating plots of land by contract, in accordance with general town planning practices in inhabited areas and with land use planning practices outside inhabited areas. Land survey organizations shall inform landlords and tenants of the expropriation within three working days of the date of signature of the land use-planning contract. Refusal of the landlord or tenant to submit the information necessary to estimate damages caused by such expropriation shall not prevent the land use planning and expropriation from taking place.
