Abstract This Presidential Decree approves the National Policy on Social Action (PNAS). The PNAS, consisting of 16 Chapters, three Tables and one Annex, aims to establish the theoretical and methodological bases for a National Social Action System, and is based on the action of the different actors and promoters of Social Action. It also deals with the principles of the right of access to the programmes and projects of Social Action and Solidarity. In addition, it establishes the State's responsibility for the guidance, management, financing and control of the Social Action, being also responsible for the integration and application of the Prevention, Protection and Promotion axes (the "3 P"), in order to protect people, families and communities who are in a situation of poverty and severe vulnerability or need by giving them a decent standard of living, such as: access to basic services, to their social and economic rights, thereby improving the National Human Development Indexes.
