Abstract This Presidential Decree approves the Technical Regulation on the Marketing of Rough Diamonds. This Regulation, consisting of 55 articles divided into six Chapters and one Annex, regulates Law No. 31/11 of 23 September approving the Mining Code, in relation to the sale of rough diamonds and in accordance with the provisions of Presidential Decree No. 175/18 of 27 July approving the Policy of Diamond Marketing. The Technical Regulation on the Marketing of Rough Diamonds, results from the evolution of the sale regimes of the national diamond production and represents a new phase in the process of gradual restructuring of the diamond industry, taking into account the interests of all stakeholders, namely the State, as the owner of the natural resources, the producers as the holders of the mining rights for industrial or artisanal exploitation, and the Public Organ of Commercialization and the Investors.
