Paragraphs 8 12 shall enter into force in accordance with the modalities established by the Decree of the Congress of People's Deputies of the RSFSR of 01.11.1991 on legal grounds for economic reform. Abstract The President, for the purpose of further improvement of land relationship, privatization of land, simplification of the procedure of land allotment to citizens, decrees that privatization of public and municipal land must be carried out in accordance with the legislation currently in force and with this Presidential Decree. The Governments of the republics that are members of the Russian Federation, Regional, Provincial and Autonomous regions' executive bodies must fix size ceilings for the plots of land to be allotted to peasant (individual) farms in accordance with their specialization, number of employees, land quality and other factors to the date of 01.02.1992 unless the respective Councils of People's deputies have made such provisions. District executive bodies in accordance with land commissions must fix average rate of the allotment of the plots of land free-of-charge to citizens taking into account land quality. Collective bodies of state agricultural enterprises (sovkhoz), collective farms (kolkhoz) and agricultural cooperatives that exercise land tenancy on condition of open-ended (permanent) tenancy must pass the decision on the passage to private ownership, joint ownership/share-holding and other forms of property in accordance with Land Code of the RSFSR. Local Administration is entitled to issues land ownership certificates to the citizens that have legal value till the issue of documents that attest the right of the holder to land ownership.
