The Decree prescribes: manufacturers and importers of plastic bags and containers to register with the Ministry of Environment and Energy and pay a fee; retailers and service providers to charge customers for plastic bags and containers and display a sign informing them of the fee; consumers to reuse or recycle plastic bags and containers or dispose of them properly. The Ministry of Environment and Energy is empowered to monitor and enforce the implementation of the Decree and to impose penalties for violations.
