Abstract The President, in order to ensure financing of decommissioning work, early decommissioning or limitation of performance characteristics of Belarusian Nuclear Power Plant, as well as research, development and other work to maintain and improve the safety of NPPs, decrees to constitute a fund for financing work on decommissioning of nuclear power plants and a fund for financing work on maintaining and improving NPP safety. National Unitary Enterprise "Belarusian Nuclear Power Plant" shall make monthly transfers of funds to the NPP funds, starting from the month following the month on which the NPP commissioning date falls. The total amount of contributions to nuclear power plant funds cannot exceed 15 percent from proceeds from the sale of electrical energy produced by nuclear power plants, excluding VAT. Management of funds shall be regulated by contract concluded between the Ministry of Finance and NPP. The contract must contain the following information: (a) the amount of funds of NPP funds available for management; (b) management period; (c) the procedure for accounting and reflecting management operations; (d) rights and obligations of the parties; and (e) liability of the parties for non-fulfillment or improper fulfillment of terms and conditions.
