Abstract

State Commission on Emergency Situations is constituted to ensure constant readiness of public authorities and state management of all levels to quick and effective action in case of extreme conditions caused by major accidents, calamities, natural and environmental disasters, coordination of activities and control over the functioning of ministries, state committees, departments, state associations, enterprises, organizations, groups of companies, associations, cooperatives and other organizational and production structures, regardless of their departmental subordination, for the prevention and elimination of the consequences of the aforesaid disasters and accidents, the creation of emergency recovery and search and rescue operations, guidance of life-saving and other emergency work, ensuring protection life and vital activity of the population in emergency situations. The main tasks of the Commission shall be as follows: (a) guidance in the development, planning and implementation of activities for ensuring the safety of the population and reducing the national economic losses caused by accidents, calamities, environmental and natural disasters; (b) creation of a nationwide system of preventive measures, aimed at preventing accidents and disasters in the national economy, environmental crises, reducing the impact of disasters, increasing reliability of operation of potentially hazardous industries; (c) creation and development of the republican system for the prevention and actions in emergency situations on the basis of territorial and sectoral governing bodies, forces and means of ministries and departments; (d) methodological guidance for the development of preparedness plans for state management bodies at all levels and preparation for action in emergency situations; (e) organization of interaction with commissions for emergency situations of neighboring regions, the military command, public organizations and movements on the collection and exchange of information on emergency situations, and, if necessary, the direction of forces and means for elimination of their consequences; and (f) management of actions during the emergence, development of emergency situations and during the elimination of their consequences. The Commission shall perform collection, analysis and consolidation of information and data related to outbreak of big accidents, calamities and environmental and natural disasters. The Commission constitutes and distributes special reserve for financial, material and labor resources for new or extraordinary work to eliminate the consequences of emergency situations envisaged in state plans for economic and social development reserve for the wage fund for remuneration of employees when implementation of extraordinary work to eliminate the consequences emergency situations.
