Abstract This Presidential Decree, consisting of 31 articles divided into three Chapters, establishes the rules and procedures for the granting of petroleum concessions under the Permanent Offer Regime. It applies to the National Concessionaire and to all national or foreign commercial companies headquartered in Angola or abroad that demonstrate, in a proven manner, that they have the technical and financial management and capacity that intend to associate with the National Concessionaire or that are contracted to carry out petroleum operations. The promotion of petroleum concessions under the Permanent Offer Regime is governed, in particular, by the following principles: a) Legality; b) Transparency and publicity; c) Continuous offer of concessions in Angola; d) Coexistence with the general strategy for granting oil concessions.
