Abstract: The Decree regulates the preparation, trade, distribution and use of additives in animal feed. Only the additives listed in Annex I may be placed on the market and they may be present in the animal feed only under the conditions established in Annex I. Any other way of distribution of additives for animal feed is strictly forbidden. Exceptions to such provisions must be approved and authorized by the Ministry of Health and only for purposes of research, provided they do not pose a hazard to the human or animal health or to the environment. Annexes I and II may be modified upon approval of the European Union. The Decree provides also for the registration of new additives to be added to the list of Annexes I and II. To this end Annex IV provides guiding principles for the evaluation of additives to be used in the animal feed and explains in details all the information required, including studies on the effectiveness, safety and toxicity of the additive. Furthermore, the Decree states the information to be provided in the labels and in the packages (i.e. name of the additive, net weight or volume, chemical formula, etc.). Article 22 allows for a period of six months of the entry into force of the present Decree the clearance sale of the additives that were in compliance with the previous legislation in force.
