Abstract This agency, to be known as BAPEDAL shall be a non-ministerial institution which shall be held accountable directly to the President and whose operations shall be subordinated to the State Minister of Environmental Affairs. Article 2 outlines the functions of this agency: It shall formulate national policies regarding control of environmental impact, stipulate "technical policies" in the area of environmental impact control in accordance with the general policy stipulated by the President and guidelines of the Minister, monitor activities in the field by other government agencies and provide advice, implement the Law Enforcement and Development of the Analysis of Environmental Impacts (AMDAL), develop facilities for environmental impact control, etc. Remaining provisions deal with internal structure and working procedures.
