The main tasks of the Committee are: 1) ensuring the realization of the state policy in the sphere of geological exploration, research and rational management of subsoil, and also topographic, geodetic and cartographic activity, ensuring the prospecting of mineral and raw material deposits, geological, hydro-geological and ecologic and geological exploration of subsoil, carrying out state geological monitoring. The Committee, within its sphere of competence, shall carry out the following functions: 1) realization of common scientific research in the sphere of prospecting of minerals; 2) elaboration and validation of the regulations on exploration, prospecting and extraction of minerals; 3) registration and recording of scientific research of subsoil, and also topographic, geodetic and cartographic activity; 4) elaboration of the modalities of calculation of the rates of environmental fees for the use of subsoil and revenues to the state budget for access to geological, topographic and geodetic information; 5) carrying out state registration of groundwater; 6) issuing authorization (mining licences) for the management of mineral deposits.
