This Presidential Decree enters into force on the day of its publication.
Abstract

This Presidential Decree creates the National Agency for Mineral Resources (ANRM) and approves its Statute. The Statute, consisting of 44 articles divided into five Chapters and three Annexes, establishes that ANRM is the public agency aimed to regulate, monitor and promote the Mining Sector in Angola. In addition, it is responsible for regulating the participation in the recognition, prospection, exploration, treatment, marketing, export and import of mineral products, as well as for regulation and inspection of mining activities in the country, in order to ensure sustainable management and use of mineral resources. AANRM guarantees compliance with the Mining Code and applicable legislation, by monitoring the exercise of mining rights granted by the State. It establishes composition, duties and responsibilities of the above mentioned Agency, entitled to perform the following activities: Regulating the Mining Sector; Monitoring the geological-mining activities; Instruct processes for granting rights related to mineral resources in the country; Perform public certification and/or dispute functions; Exercise the function of quality control of mineral resources and mineral products; Ensure the rational use of mineral resources in the country, as well as the recovery and sustainability of the environment; Guarantee and promote fair competition and good practices in the Mining Sector; Create technical conditions and quality and safety standards for products and services in the Mining Sector; Assist the competent State bodies in the overall planning of national mining, etc.
