Abstract

The Ministry of Energy is the central executive body carrying out state policy and regulations in the fuel and energy sector. The activities of the Ministry are (i) ensuring implementation of the state policy, (ii) taking measures for the efficient use of energy resources and protecting the state interest in this area, (iii) determining the activities of government agencies operating in the relevant field, (iv) taking measures to ensure the efficient use of state property in the relevant field, (v) ensuring the implementation of the scientific-technical policy in the relevant field, and identifying the main directions, (vi) ensuring energy development and (vii) establishing regulations in the relevant field. The Ministry of Energy, in accordance with the objectives of this regulation, shall perform the following tasks: (a) determining and implementing state policy and development aspects in accordance with the determined main directions for development, (b) taking measures to ensure energy security, (c) determining the amount of estimated energy production and consumption and submitting the pre-assessment report to the relevant executive authorities, and (d) providing the fuel-energy balance and taking measures for its implementation, (e) controlling the circumstances prescribed by the Law on Energy, the Law on electrical energy, the Law on energy resources and the Law on gas supply, (f) carrying out the state registration of rights in the field of energy, (g) licensing of oil and gas products and exported products, issuing certificate for imported products, allowing the operation of exported oil pipelines in security zone by the approval of the Council of Ministers, and issuing safety certificate for hydraulic structures, (h) limiting or suspending the use of power plant as a result of conditions that pose risk to human health, human life and environment, (i) coordinating work schedule on the development and production contracts, (j) carrying out expertise on the circumstances prescribed by the Law on energy, (k) implementing state policy on geological study of subsoil and development of mineral resources, (l) taking measures to meet the energy demand of the population, (m) improving the competitiveness in the energy sector, (n) coordinating enterprises in the energy sector. Furthermore, this Decree sets out provisions on the role of the Ministry of Energy on privatization, financial support, international agreements, projects, international economic policy, capacity building, as well as sets out provisions on the responsibilities and structure of the Ministry of Energy.
