This Presidential Decree enters into force on the day of its publication.
Abstract

This Presidential Decree approves the National Environmental Quality Programme (PNQA). The Programme aims to improve the quality of life of Angolans in urban, peri-urban and rural areas, focusing on ensuring the quality of air, water and soil, through concrete actions and the dynamisation and articulation of several Government plans and programmes in the short, medium and long terms. In addition, it aims to encourage the Government's commitment to sustainable environmental management, as well as the participation of all, society, non-governmental organizations, associations, the business sector and others. It is an elaborated Programme based on quality management principles, obeying the legal requirements, the definition of responsibilities, the adequate management of human and financial resources and, finally, the continuous improvement of related actions. It aims to create the baselines of environmental quality, which specific objectives are to create a system for diagnosing, monitoring and inspecting the quality of air, water and soil, etc.
