Abstract This Presidential Decree creates the National Food Quality Control Service (SNCQA) and approves its Statute. The Statute, consisting of 23 articles divided into five Chapters and two Annexes, establishes composition, duties and responsibilities of the above mentioned Service, entitled to perform the following activities: coordinate, execute and supervise all activities related to the laboratory control of the food safety of animal and plant origin imported and of national production; participate in the inspection of food products, after customs clearance and during their distribution; carry out laboratory analyses on animal and plant food products; ensure the certification of the food quality standards, established by international rules; participate in the licensing of food and water analysis laboratories; advice on the design and implementation of investment projects for food and water analysis laboratories; promote, in collaboration with food hygiene inspection institutions, the development of good practices guides for food safety and the implementation of the Hazard Analysis and Critical Control Point (HACCP) system in the food sector; promote technical-scientific research, experimentation, transfer of technology and innovation, for the quality of the production, processing and distribution of safe foodstuff; collaborate in the implementation of national programmes of inter-laboratory tests; issue scientific and technical opinions, recommendations and warnings, in matters related to the nutritional composition of foods produced and consumed in national territory; participate in the assessment of food risks, and new technological processes, etc. Full text Portuguese Website www.legis-palop.org
