Abstract

State Program of Infrastructure Development for the period of 2015-2019 establishes the goal of integration of transport infrastructure into the international transport system, realization of transit potential to ensure long-term economic Kazakhstan growth. It envisages strengthening energy infrastructure within the framework of the united electric power system and modernization (reconstruction and construction) of infrastructure of housing and communal services and heat, water supply and sewerage. The electricity industry fully covers the need of the national economy and the population with electric energy, but at the same time, it should develop at a faster pace. With the growth of hub cities and second cities of the second level will increase the need for electricity. The most important task of strengthening the country's unified energy supply system is the development of the backbone of the national electric network (NES). In order to increase the reliability of power supply of East Kazakhstan and Almaty regions and strengthening transit in the direction of "North-South "JSC" KEGOC implements the project “Construction of 500 kV Transit North-East-South". This will connect the energy supply of the north, east and south regions of the country, reduce dependence on external suppliers and effectively redistribute energy in case of shortage, in addition, positively affect the cost of electricity, which, in turn, will affect reducing the cost of goods, works and services in the economy. In order to solve the problem of reducing the deterioration of heat, water and sewerage systems, as well as repair and replacement of heat generating capacities will be adopted a set of measures for modernization (reconstruction and construction) of housing and communal sector. To this purpose, substantiations for the appropriateness of investments in the development of heat supply systems shall be elaborated, as well as criteria for selection and priority of project implementation in the regions shall be defined. About 1 thousand km of heat supply networks and about 6 thousand km of water supply and sewerage networks with the greatest losses and the highest accident rate will be modernized.
