Abstract

This Presidential Decree, consisting of 13 articles, provides for establishing the necessary supplementary measures for adapting to European Regulations concerning official controls and activities performed to ensure plant health and plant protection products, and protective measures against pests of plants. The Decree concerns: competent authorities to conduct official inspections and other official activities and verify the compliance with phytosanitary legislation; preparation of emergency and action plans against the harmful organisms; development of training and education programmes; issuance of phytosanitary certificates; imposition of criminal sanctions; definition of phytosanitary border control posts; registration of professionals and responsible operators engaged in activities related to plants and plant products; duty and obligations of registered persons; designation of official laboratories; offences and penalties.
