Abstract This Regulation, consisting of 28 articles divided into ten Chapters, establishes the Agrarian Reform. This Reform aims to perform the following activities: a) reduce inequality in land tenure and ownership in order to create an equitable justice; b) deal with agrarian disputes and conflicts; c) create a source of agricultural prosperity through land tenure, land ownership, use and utilization arrangements; d) create income generating activities to reduce poverty; e) improve community access to economic resources; f) increase food security and sovereignty; and g) improve and maintain the quality of the environment. The Implementation of Agrarian Reform as referred to in Article 2 is carried out by the Central Government and Regional Governments. The implementation of Agrarian Reform as referred to in paragraph (1) shall be carried out by Land for Agrarian Reform, abbreviated as TORA, through the following stages: a) Agrarian Reform planning; and b) implementation of Agrarian Reform.
