The country's poverty rate remains consistently high. According to the latest available information as of 2015, 23.8 percent of the population was below the relative poverty line. Poverty among the retirement age (21.7 percent) remains high due to the low level of pension provision. At the same time, a considerable part of pensioners is outside the boundaries of social integration, so the issues of increasing their involvement in all spheres of public life, creating conditions to meet the special needs of the elderly, adapting to their needs of living conditions, jobs, transport, leisure places, etc. are urgent. Poverty risks increase as settlements diminish. The social support system for vulnerable groups needs improvement in terms of increasing its impact on poverty reduction.
