In particular, the Ordinance deals with the granting of a premium for the production of potato starch, of a subsidy to producers of potatoes for the production of starch. Article 9 deals with procedures relating to surplus food whereby regional laws prevail over federal law. Storage conditions for surplus food are contained in article 10.
