Abstract

There is hereby established an Authority to be called the Samoa Ports Authority as a body corporate The functions of the Authority shall be: (a) the maintenance of adequate and efficient port services, facilities and security in ports and approaches; (b) the regulation of navigation and maintenance of navigation aids within ports and approaches; (c) the promotion of this use, improvement and development of ports; and (e) the co-ordination of all activities of or within ports and approaches, and other functions set out in section 8. The Authority shall control the movement, loading, discharging, handling and storage of dangerous goods within a port or its approaches and in particular and without limiting the generality of the foregoing may declare any goods to be dangerous goods and carry out other actions in respect of dangerous goods as set out in section 51.
