The Authority shall carry out various functions relative to navigation and ports in the Cayman Islands. The Authority shall carry out its functions through an executive officer of the Authority called "the Port Director". The Governor in Council may make regulations on matters listed in section 13, including rules of navigation in territorial waters and disposal of sewerage and waste in territorial waters.
