Section 3 provides for the appointment of Quarantine Officers by the Minister. The Minister may prohibit certain import of plants pursuant to section 4. Plants shall be imported only through designated ports (sect. 5) and in accordance with a permit granted under section 6. The Minister may make Regulations generally for the better carrying out of the control of plant importation pursuant to section 10.
