The seeds set out in the First Schedule shall be prescribed seed for the purposes of the Act. The Seed Control and Certification Institute of Zambia established under section seventeen is an official seed-testing station. No seed shall be offered for sale unless it has been certified or it has had its quality declared under regulation 7. No seed shall be certified unless it has been produced inspected, sampled, tested and complies with the standards set out in the Fourth Schedule (reg. 7). An application for registration as a seed grower shall be made in Form I as set out in the Seventh Schedule (reg. 8). No person shall process seeds without a licence to process seed in Form 5 of the Seventh Schedule issued by the Certifying Authority (reg. 10).
