Abstract This Law consisting of 32 articles indicates the Ministry of Agriculture as the sole authority responsible for setting, implementing and reviewing the Phytosanitary Measures in Lebanon. These measures aim to protect human health, plants and animals from pests and diseases that may be transmitted to or from the harmful organisms that infect plants and plant products or agricultural production inputs. The Law deals also with: quarantine measures for import or export or transit of plants and plant products, according to the basic principles and requirements listed in article 6; rules for import, export and transit consignments. Scope of these quarantine measure is the protection of human health, animals, plants and the environment from: risks resulting from the entry of pests and diseases or organisms carrying/causing diseases; risks arising from additives or contaminants or toxins. Agricultural products and agricultural inputs need to match health and technical conditions, including sampling, inspection and control procedures, listed in details in article 8. It is prohibited the import and export of agricultural products and agricultural production inputs not accompanied by a health certificate. Article 14 bans the importation of genetically modified plants that may introduce new diseases and toxins into the country.
