This Law enters into force six months after its official publication, except for article 34, which enters into force on the date of its official publication.
Abstract

This Law provides the legal, organizational and economic bases for the protection of plants against pests, diseases and weeds, including plant quarantine and plant protection measures. Objects of relations in the field of plant quarantine are: (a) quarantine objects; and (b) objects conditional to quarantine inspection. Objects of relations in the field of plant protection are: (a) particularly dangerous pests; and (b) means of plant protection. For the purpose of timely identification of quarantine objects and prevention of their spreading the state agency "Chief State Inspectorate for Seed production, quarantine and plant protection" shall perform phytosanitary observations in accordance with the procedure established by the Ministry of Agriculture and Food of Republic of Belarus. In case of detection of objects conditional to application of quarantine "Chief State Inspectorate for Seed production, quarantine and plant protection" defines the boundaries of the phytosanitary quarantine zone and quarantine conditions, and submits to the local government and administrative body recommendation for the application of quarantine regime.Plant protection shall be based on the following principles: (a) ensuring the ecologically safe use of plant protection measures; (b) prioritizing the use of biological agents for plant protection; and (c) providing access to information on plant protection. The act consists of seven sections: (1) general provisions; (2) state regulation and management of plant protection; (3) plant quarantine; (4) plant protection measures and their management; (5) registration and accounting; (6) state supervision and liability; and (7) final provisions. Plant protection shall be effected through state programmes, plans and measures; scientific research; state registration of substances used for plant protection and their manufacture; and phytosanitary supervision and inspection of imported plant protection means.
