Abstract The purpose of this Act is the protection of plants and plant products against pests, sanitary control of plants in trade, as well as trade of pesticides and fertilizers in use. The Act comprises 11 Parts containing 90 articles: General provisions (1); Plant Protection Service (2); Measures to prevent and combat pests (3); Plant sanitary control (4); Control of plants, pesticides and fertilizers (5); Registration and trade of pesticides and fertilizers (6); Supervision of this Law (7); License of inspector (8); Fees and Fines (9); Penalties (10); Transitional and final provisions (9). The text contains an outset of definitions related to the terms therein employed, such as plants, seeds, plant products, pests, harmful organism, weeds, pesticides, etc. The Plant Protection Service is a competent authority at federal level and shall keep the register for the following matters: manifestation and extension of plant diseases, undertaken measures to combat and eradicate pests, sanitary control of seeds and planting material, etc. In order to prevent the introduction of harmful plant diseases the Service may prohibit the import, trade or breeding of certain plant species, order a permanent control on the state border and if necessary the quarantine for plants. The Act also deals with the control and permit of marketing and utilization of pesticides and fertilizers, production, analysing, trade, permit and registration of pesticides and fertilizers, etc. The supervision and control of this Law is entrusted to the federal inspectors for agriculture.
