The Act also provides in section 15 for eventual establishment of the Plant Protection and Plant Quarantine Services by the Minister and requires the Minister to appoint a Plant Protection Board pursuant to section 28. Section 3 defines the power of the Minister responsible for agriculture to restrict the importation of planting material. Importation of planting material, fruits, vegetables, plant products, plant pests, etc. requires a permit issued by the Minister under section 6. The Minister may, by Order, regulate further the importation of such products pursuant to section 9. Section 11 provides for arrival notification, whereas section 13 provides for certification of products to be exported. Further, the Minister may make Regulations necessary to prevent the spreading or control plant pests in Saint Lucia. Pest Control Notices may be issued pursuant to section 19. Where such Notice is in force, no person shall remove any planting or other specified vegetable material or soil from the land or nursery under quarantine.
