However, the Minister may, upon receipt of a written application, exempt, subject to such conditions as he may specify, any person or class of persons from complying with the provisions of sub-regulation. Any person who knows or suspects that the disease known as tobacco vein-browing virus is present on his farm shall inform the Minister without delay.
