An Inspector may: enter any conveyance, land or building other than a dwelling house to search for and examine plants, plant materials, animals, animal products or any other goods subject to these regulations that he reasonably believes may be infested with a quarantine pest or disease or may have come into contact with a quarantine pest or disease; examine any log, manifest, cargo stowage plan, passenger list, crew list or other document necessary to carry out his functions under these Regulations; whenever necessary for the purposes of these Regulations, and as may be approved by the Secretary, employ any person or persons to assist him temporarily.
