Abstract The present Act lays down provisions relating to pipelines. Section 5 establishes that no person shall construct, alter, operate or abandon a pipeline or discontinue the operation of a pipeline unless that person holds a licence authorizing the construction, alteration, operation, abandonment or discontinuation.
