Title III prescribes the conditions for the grant of the Plant Variety Protection Certificate for varieties specified in sections 5-8. Plant variety denominations are described in Title IV. Any breeder may apply to a Plant Variety Protection Certificate and the contents of the application are defined in Title VI. A National Plant Variety Protection Board shall be created as described in Title XI.
