The Proclamation defines powers of the Minister to regulate petroleum operations and to control contractors and it sets out particulars of a petroleum agreement to be concluded with a contractor. Both the particulars of the agreement and operating standards mention the obligation of a contractor to protect the environment. In additions, a contractor shall conduct petroleum operations in a manner designed to protect anthropological, archaeological and historical objects and sites.
