The Law shall aim at providing personal assistance to help users exercise fundamental rights, to have choice, independent living, active involvement and participation in society and access to services and activities. Personal assistance is a mechanism for support to full participation in society, for carrying out activities responsible of individual needs of a personal, domestic or social nature, and for overcoming the barriers of functional limitations. User of personal assistance is a person with a disability, which has led to limitations in his ability for self-service in everyday life and to dependence on foreign assistance, which will compensate the functional deficit and provide support for the exercise of his basic rights and full participation in society.
