Abstract This Penal Code consisting of 396 articles aims at (i) ensuring order, peace and the security of the State and its inhabitants; (ii) preventing offences by giving due notice of the offences and respective penalties prescribed by law and should this be ineffective by providing for the just treatment and punishment of offenders; (iii) providing an effective, fair and reasonably uniform sentencing system by providing punishment proportional to the severity of offences. It is composed by II Parts: Part I, General, that includes II Books regarding Offences and the Offender (Book I) and Punishment (Book II); and Part II with the Special Part in V Books, namely Offences against (I) International Law; (II) Interests of the State; (III) the Person, Public Decency, and the Family; (IV) Property; (V) Offences involving Drugs.
