Abstract This Law is composed of 40 articles. Articles 1 and 2 deal with terms and definitions. Article 3 defines requirements and conditions for patent protection. Article 4 excludes the following inventions from patent protection and registration: (a) immoral and indecent inventions; (b) inventions necessary for the protection of life, human health, animals, plants and environment; (c) scientific discoveries, theories, and mathematical methods; (d) diagnostic, therapeutic and surgical methods for the treatment of human and animals; (d) plants and animals except for micro organisms; and, (e) biological processes for the production of plants or animals excluding non-biological and microbiological processes. Article 5-8 define measures and steps for patent registration. Article 9 refers to the modification and amendment of applications and secondary applications. Article 10 addresses priority rights. Article 11 defines rights of deceased inventor’s heirs. Article 12 deals with applications for amendments, modification of invention requirements and illustration graphics. Acceptance and preliminary approval of applications is given in article 13. Objection against patent granting is provided for in article 14. Issuance of patents is refered to in article 15. Article 16 addresses liability for novelty, innovation and industrial applicability of the invention. Article 17 fixes the validity of patent protection. Article 18 and 19 deal with additional patents and define patent fees and taxes. Article 20 provides for the temporary protection of inventions, displayed at exhibitions. Article 21 lists patentee’s rights. Article 22 deals with patent exploitation licences. Article 23 defines requirements and conditions for the issuance of licences. Articles 24-26 deal with the revocation of licences. Article 27-30 defines procedures for patent property transfer, termination and annulment of patents.
