Abstract

This Act regulates the creation of Regional Park Districts. Article 2 states that, upon receipt of a petition from the councils, trustees, or both, of two or more municipalities, the Lieutenant Governor in Council may, on the recommendation of the minister, incorporate the area of land within the boundaries of the municipalities and its residents, into a regional park district. Article 3 makes it possible to dissolve a regional park district and transfer any or all of its assets, rights, claims, obligations and liabilities to the regional district,(should it be contained within its boundaries). The powers of a Regional Park District are outlined in article 4. Most notably the ability to lease or rent property in a regional park to a person for the purpose of operating a concession or other commercial enterprise, should it be considered necessary or desirable. Article 5 then deals with the terms of such a lease, or agreement. Article 7 enables a municipality forming part of a regional park district, to transfer all or part of a municipal park to it. Payments, Requisitions, borrowing powers, expenditures, and grants are all dealt with in articles 8 to 12, 15, and 17. Provision is made for the possibility of reducing Regional Park Districts in article 14. Finally, within five years of the formation of a regional parks board, the regional parks board must prepare a regional park plan, indicating present and projected regional parks, (art 16).
