Abstract The present Ordinance implements the Energy Law of 3 March 1991and the Law on water, soil and waste of 4 March 2009. Article 1 establishes that there are no legal rights to benefits under the present Ordinance. However, benefits can only be authorized within the limits of the cantonal global budget as laid down in the afore-mentioned Energy Law.
