The Canton Appenzell Ausserrhoden is entitled to catch fish, crustaceans and baits in all public waters in the whole Canton in compliance with the Federal Fisheries Law. Excluded are private waters in which fish, crustaceans and baits do not come from public waters. Article 4 establishes that the fishing right is assigned according on a lease basis and entitles to catch fish and crustaceans.
