This Ordinance enters into force on 18 February 2007.
Abstract

This Ordinance is composed of 4 Chapters divided into 11 articles. Chapter I contains preliminary provisions and gives terms and definitions. Chapter II deals with the establishment of the General Authority and defines its objectives and competencies, in particular: to provide and guarantee a strategic reserve of goods; to value and estimate the consumption volume and quantity and define surplus; to protect consumers and support producers; to increase supply volume and quantity; to provide and guarantee the necessary financing; to coordinate with competent authorities for guarantee and ensure strategic reserve of goods; to carry out operations of substitution, allocation and delivery of goods; to carry out the technical control on strategic supply units; to acquire, sell, rent and own lands and buildings; to participate in the price definition and fixing of goods; and, to accept donations and aids. Chapter III provides for the management of the Authority. Chapter IV contains financial provisions.
