Abstract This Ordinance is composed of 4 Chapters divided into 11 articles. Chapter I contains preliminary provisions and gives terms and definitions. Chapter II deals with the establishment of the General Authority and defines its objectives and competencies, in particular: to polarize and attract foreigner aids for the carrying out of water projects; to plane and control water projects with internal or external financing; to raise loans from banks upon a recommendation of the Competent Minister; to acquire, sell, rent and own lands and buildings; to accept donations and aids; to lay down policies, strategies and programmes related to potable water; to give technical consultations and define requirements and criteria for water equipment; to carry out the technical control on water utilities and services; to coordinate with regional and international organizations in water matters; to train employees; and, to propose legislations and regulations related to potable water.
