Ordinance N. 2 of 7 February 2013 on the conditions and procedure for afforestation of forest areas and agricultural land used to create special, protective and commercial forests and forests in protected areas, inventory of created crops, their reporting and registration.

The provision of article 21 (paragraph 7) shall enter into force on 1 January 2016.
Abstract

This Ordinance, based on the provisions of the Bulgarian Law on forests, regulates: 1. the requirements for planning and organization of afforestation in forest areas and agricultural land, also as for creation of special, protective and commercial forests and forests in protected areas; 2. the requirements for determining the type of habitat, the choice of tree and shrub species for afforestation and types of forest crops; 3. the types of soil preparation, methods and seasons for afforestation and supporting reforestation through afforestation; 4. the ways for growing and fencing of forest cultures, as well as the order and necessary requirements for their completion; 5. the methods, organization and conduction of inventory of newly created forest crops and non-restored clearings and fires in forest areas; 6. the reporting of the results of the inventory and entry of newly created forest crops; 7. the order and conditions for planning, conducting and reporting of compensatory afforestation; 8. the control of performed activities for creation of forests through afforestation. The use of non-native tree and shrub species for afforestation, as well as the reintroduction of native tree and shrub species into the wild, is carried out in accordance with the requirements of the Biodiversity Act. Afforestation of unforested areas falling within the boundaries of protected areas territories and protected areas under NATURA 2000, shall be carried out in accordance with regimes established in declaring orders and management plans. The artificial regeneration of existing forest crops in protected areas under NATURA 2000 can be done with the same tree species and cultivars with which they are created.
