Abstract

President of the Federal Fisheries Committee informs that latterly more frequently fishing enterprises of different forms of property forward autonomously to the Federal Fisheries Committee proposals regarding alteration of the current fisheries regime in the territorial sea, in EEX and in the continental shelf of the Russian Federation, as well as in the Sea of Azov and in the Caspian sea that interfere with administrative decisions and hinder timely consideration of the forwarded proposals. The President, for the purpose of carrying out the provisions of the current legislation and regulating the examination of the aforesaid issues orders to validate the Regulation on the modalities of forwarding amendments and addenda to fisheries regulations. Proposals regarding amendments and addenda to Fisheries Regulations currently in force must be forwarded for examination by academic council of a respective scientific and research institute with the participation of the representatives of all the organizations concerned. The outcome of the examination must be drawn up in the form of a protocol with the attachment of biological substantiation. The proposals must contain reference number and text of the Article of Fisheries Regulation currently in force and a new wording of the respective Article. The proposals must be signed by the head of the respective scientific and research institute and by the head of the basin fish protection institution.
