Abstract

The Minister orders to validate Model Regulations on state natural reserves and natural monuments. Model Regulation on state natural reserves consists of VI Secs. State natural reserves are the territories (define areas of water) that have particular importance for the conservation and renewal of natural complexes or their components and maintenance of ecological balance. Declaration of a territory state natural reserve is authorized either with expropriation from land tenants, proprietors and owners of the plots of land. State natural reserves are subdivided into federal and regional ones. Section I lays down general provisions. Section II classifies the types of natural reserves. Section III establishes the modalities of setting up state natural reserves. Section IV establishes the status of special protection of the territories of protected areas. Section V regards protection of state natural reserves. Section VI regards control over the observance of special protection status of state natural reserves. Natural monuments are unique, irreplaceable, ecologically, scientifically, culturally and aesthetically valuable natural complexes, as well as the objects of natural and artificial origin. The document consists of VII Secs. Section I lays down general provisions. Section II specifies the main categories of natural monuments. Section III establishes the modalities of declaration of natural complexes and objects natural monuments. Section IV establishes special protection status of the territories where natural monuments are situated. Section V regards the use of natural monuments. Section VI regards state registration of natural monuments. Section VII establishes control over the observance of the special protection status of natural monuments.
