This Governmental Decree enters into force on 23 November 2022.
Abstract

Regulation establishes the procedure for monitoring the effectiveness of external assessment of biological risks. Monitoring is carried out by the authorized body in the field of biological security within the competence established by the legislation of the Republic of Kazakhstan. For monitoring the authorized body attracts experts in the field of biological security. Monitoring the effectiveness of an external biological risk assessment consists of the following steps: (a) collection of information and data in the field of biological security; (b) analysis of identified biological risks; (c) assessment of established biological risks; (d) forecasting (modeling) of biological risks; (e) preparation of a conclusion on the results of monitoring; and (f) development of measures to reduce and (or) eliminate biological risks. The collection of information and data for monitoring is carried out according to the data licensing system, state control, reporting documentation, appeals of individuals and legal entities, results of internal assessment of subjects, handling pathogenic biological agents, results of external assessment of state bodies, information systems maintained by state bodies and organizations, as well as other data from open sources.
