The Minister of Industry and Agriculture jointly with the Minister of Health shall validate classification of fertilizers. The following conditions must be met for the manufacturing of fertilizers: (a) hygienic norms of substances used for the manufacturing of fertilizers must not exceed the established limits; (b) fertilizers must not cause harm to the living conditions of soil organisms; (c) must not create serious disease-causing bacteria, microorganisms and other biological hazards; and (d) fertilizers shall be manufactured in accordance with the standards and relevant technological instructions.
