The objective shall be to regulate relations concerning the effects of climate change on drought, desertification, and dryness in specific areas, to determine the degree of drought, desertification and degradation status, and to implement the appropriate distribution of water resources related to that situation. Cooperation between regional and local government shall be aimed at rational distribution of water on the territory, increase of water reserves by creating ponds and rainwater storage facilities and introduction of technologies for water saving and conservation. Due to the lack of rainfall in the region, the long-term dry weather conditions, the balance of surface water and vegetation cover shall classified according to the following categories: (a) low grade - precipitation in winter exceeds 30 per cent over the average year; (b) drought - the amount of precipitation in the warm season decreases by more than 50 percent over the long-term average; and (c) extreme drought - the rainfall events of the summer did not include precipitation, and the surface water sources, such as springs, ponds and oases, have dried up. Proper allocation of water resources for potable water supply for households, water supply for livestock and wild fauna species in the event of drought, desertification and dryness shall be managed jointly by water basin administration, regional and local government.
