Abstract

This Order stipulates that the purpose of these restrictions shall be to protect human life and health, and to prevent risks to animal health. Danger to human life and health, such as the potential spread of infectious diseases, shall be the mandatory criterion for imposing restrictions on international trade. A graduated scale shall be established to classify risks as “insignificant”, “significant”, “medium”, “high” or “very high”. The presence of pests, diseases and weeds, and the risk of the spread of quarantine organisms on the territory of the Russian Federation shall be mandatory criteria for imposing restrictions on the international trade of plants.
